I remember growing up in an inner ring suburb of Baltimore. Three inches of snow and they closed the schools! The county seat was up north of where I lived. Some times, it would snow up there and we'd be off of school with bare ground in our community, since the decision was county wide. At least when it did snow, no matter how much, it melted in a few days. Up here it's like dipping candles.

In Theory, there is no difference between theory and practice. In Practice, there is.
