20" has two, but the front one is a dummy with no hole drilled under it. Both 16" and 20" use the same carbine length gas system

Why on earth is there a "dummy" one?

Its all for looks. The good news is if you need a gasblock for another project you can take the dummy off your 450 and use it.

If you were to modify your gas system in the future to rifle length you can use it then and use the carbine length as a port block if you turn it over.

The dummy block is there so you could put a specific YHM flip up sight on it if you wanted BUIS. IIRC, bushmaster had it in their older catalogs, but it was pricey. FYI, I took mine off and used it on my 6.5 Grendel build and it fit perfect. Saved me about 70 bucks. The ID is .750".
