You can't powder coat plastics that aren't conductive, but you can coat it with Cerakote, which IMO is a superior coating anyway.

the way i understood it, if you had a conductive material under the plastic, to draw the PC down and pull it to the plastic it will then adhere to it. but i have never PC'd anything myself so im just tossing ideas out here.

also, i just watched on youtube, a video about DIY kits and this looks pretty easy for a home dip kit.
