If you really need the powder, just pay the hazmat fee. The expense, time and effort involved in loading the powder into shells is just not worth it IMHO.

BTW, I just ordered 2 lbs of LG from Natchez. Sure, it cost $44 per pound with the fee and shipping, but I haven't seen Lil Gun (or any other of the recommended powders for the 450) anywhere for a long time (although I recently saw a post about someone in Houston who had it - could have driven over and picked it up). I have been at a standstill on reloading my empties until I got some, so it was worth it to me.

Never thought of using a penny, I just bought some wads and cut them down and used them. If I actually COULD pay the hazmat fee I might, but without getting a hazmat contract I was told that I couldn't ship it.
And if anybody is interested I know where several 1 pounders and 4 pounders and 8 pounders of Win296 are.
AND this place has a lot of powder,primers, and a good selection of bullets.
